    摘要:

    近年来,政府投资项目工程管理逐步规范,监督体制日趋完善,切实起到了节约财政资金、提高资金使用绩效、建造优质工程项目的作用。通过建立科学规范的政府投资工程建设实施的运行机制,提高建设实施过程的规范性,政府投资建设项目的工程管理水平得以不断改进和完善。为此,本文分析了当前政府投资项目双主体工程管理中存在的问题,以实际工程防城港白沙湾国际医学园区项目建设为例,探讨旨在双主体工程管理模式提升工程管理水平的具体措施,提出了相应的对策建议,以期更好地发挥政府投资在社会经济方面的带动作用。

    Abstract:

    In recent years, the project management of government-invested projects has been gradually standardized, and the supervision system has been gradually improved, which has effectively played a role in saving financial funds, improving the performance of fund use, and building high-quality engineering projects. By establishing a scientific and standardized operation mechanism for the construction and implementation of government-invested projects, and improving the standardization of the construction and implementation process, the engineering management level of government-invested construction projects has been continuously improved and improved. For this reason, this paper analyzes the problems existing in the management of the double-main project of the current government-invested project, takes the construction of the actual project of Fangchenggang Baishawan International Medical Park as an example, discusses the specific measures aimed at improving the level of project management by the double-main project management mode, and puts forward corresponding countermeasures and suggestions, in order to better play the leading role of government investment in social and economic aspects.
