    摘要:

    大型水电工程规模大、建设周期长、结构复杂,由总承包单位完成全部施工任务不现实,引入施工分包不可避免。由于备选施工队伍的素质和能力参差不齐,若分包队伍选择不当或分包工程实施过程管理不善,可能给安全、质量及工程进展带来风险。卡拉水电站EPC总承包监理对工程分包的计划编制、审批程序、过程监管、考核评价等全过程实行规范化管理,保证了分包队伍的基本素质和分包项目的顺利实施,为实现工程建设目标创造了有利条件。

    Abstract:

    With the large scale, long construction period and complex structure of mega-hydropower projects, it is unrealistic for the EPC contractor to accomplish all the construction tasks of the project solely, necessitating the introduction of subcontractors. Due to the uneven quality and ability of different construction teams, strict selection of the subcontractors and effective managing on the subcontracting project is required to control the risks on project safety, quality, and progress. In view of this, Kala Hydropower Station implements EPC general contracting and the supervisor takes standardized management on the whole process of subcontracting, such as planning, approval, process supervision and final evaluation, which ensures the baseline quality of subcontractors and smooth implementation of subcontracting projects.
