Since the construction industry has adopted the method of bill of quantities bidding, the competition among bidders has become increasingly fierce, and the construction profit has become more transparent and meager. In order to obtain higher profits, bidders widely use the unbalanced bidding strategy. In order to avoid overpayment of project funds due to "unbalanced quotation", the Tenderee also formulated targeted control measures in the bidding activities. How to effectively prevent the unbalanced quotation strategy and reduce the economic disputes in the process is a difficult point that the tenderee has to pay attention to. In view of the application and prevention of unbalanced quotation in the bidding stage, this paper has carried out a detailed study in order to achieve the purpose of improving the reasonable profits of enterprises through the unbalanced quotation method.
