With the increasing emphasis on safety production management in various industries, the implementation of the main responsibility for safety production is one of the important contents of safety production management in production and operation units.However, in actual safety production management work, there are often some management omissions, unclear responsibilities, and shifting blame.The author conducted third-party safety inspections in the Yangtze River to Huaihe River project to study the application of methods to improve safety production management，proven that the responsibility list management can effectively help employees clarify their respective responsibilities in production and operation work, and solve long-term difficult problems in safety production management, such as failure to focus on key tasks, easy errors in operations, inadequate risk prevention and control, mutual shirking of responsibilities, and inconsistent scales of accountability.
