    摘要:

    本文通过对监理联合体项目的实践,对大型铁路建设项目监理联合体管理模式进行探析。主要对监理站的机构设置、管理制度建设、管理责任分工及质量安全管理措施等方面进行深入分析。创建了央地企业优势互补治理体系,有效整合资源、统一管理标准、化解多主体多标准冲突。明确界定联合体各方及岗位职责,强化责任共担意识。创新大型复杂项目分区协同管理,形成大型项目监理联合体制度体系与管理方法,依托上海东站项目实践,为监理联合体管理模式的推广和应用提供借鉴。

    Abstract:

    This article explores the management mode of supervision consortium for large-scale railway construction projects through the practice of supervision consortium projects. Conduct in-depth analysis on the organizational structure, management system construction, division of management responsibilities, and quality and safety management measures of the supervision station. We have established a complementary governance system for central and local enterprises, effectively integrating resources, unifying management standards, and resolving conflicts between multiple parties and standards. Clearly define the responsibilities of all parties and positions in the consortium, and strengthen the awareness of shared responsibility. Innovate the zoning and collaborative management of large and complex projects, establish a system and management methods for large-scale project supervision consortia, and rely on the practice of the Shanghai East Station project to provide reference for the promotion and application of supervision consortium management models.
