Addressing prominent issues in traditional highway engineering measurement and payment, such as the disconnect between bill of quantities and drawings, inconsistent data among multiple parties, lengthy approvl processes, delayed change information, and difficulties in organizing completion archives, this paper explores the construction of an integrated collaborative management platform for measurement and payment based on a data middlewarelying on the background of the "work completion and account settlement" initiative, the platform aims to improve the efficiency, accuracy, and management level of measurement and payment, achieve business closure and daroperability, and realize the goal of "work completion and account settlement".
