    在“双碳”战略驱动下,零碳算力中心建设过程的低碳化监管面临范式困境——传统监理模式停留于“碳排放监测”,无法实现“碳排放治理”闭环。本文基于资源基础观与动态能力理论,提出“规则数字化—感知立体化—分析智能化—处置闭环化”四步创新路径,阐释AI监理大模型作为核心赋能机制的组织逻辑。以某头部工程咨询企业的AI监理大模型及数字化监理平台为案例,论证该路径的管理可行性。研究表明,AI监理大模型能够将事后碳核算升级为事中碳治理,为工程咨询企业开辟零碳技术服务新业务提供可复制的战略框架。

    Abstract:

    Under the "dual carbon" strategy, the low-carbon supervision of zero-carbon computing center construction faces a paradigmatic dilemma—traditional supervision models remain confined to "carbon emission monitoring" and fail to achieve a closed loop of "carbon emission governance." Drawing on the resource-based view and dynamic capabilities theory, this paper proposes a four-step innovative pathway of "digitalization of rules—three-dimensional perception—intelligent analysis—closed-loop disposal," and elucidates the organizational logic of the AI supervision large model as a core enabling mechanism. Using the AI supervision large model and digital supervision platform of a leading engineering consulting firm as a case study, we demonstrate the managerial feasibility of this pathway. The findings indicate that the AI supervision large model can upgrade ex-post carbon accounting to in-process carbon governance, thereby providing a replicable strategic framework for engineering consulting firms to develop new zero-carbon technology service businesses.
