Taking a municipal citizen service center project as an example, this paper tackles common problems of government-funded public buildings such as prolonged approval and coordination difficulties. It establishes a multi-party coordination system and adopts innovative measures including compliance checklist management and three-dimensional control of schedule, quality and cost. The model cuts pre-approval cycle by 22%, maintains a 2.8% investment surplus rate and accelerates construction by 10%, achieving zero compliance and integrity risks, which provides references for similar projects.
