Abstract:This study employs the SWOT analysis method to examine the "double-blind" remote cross-region bidding evaluation (hereinafter referred to as "double-blind" evaluation) in Hefei City, analyzing its internal strengths and weaknesses as well as external opportunities and threats. The findings reveal that "double-blind" evaluation possesses advantages such as a robust online platform foundation but also faces disadvantages like outdated hardware equipment. Externally, it encounters opportunities driven by policy reforms in the public resource trading sector, while also being threatened by insufficient innovation momentum in the "double-blind" approach. Based on these results, strategic recommendations are proposed, including the establishment of a regularized "double-blind" evaluation ecosystem chain, aiming to provide insights for "double-blind" remote bidding in Hefei City and other regions, thereby promoting the high-quality development of public resource trading.
